The RCF: A Boost for Businesses in the WB6

The Western Balkan (WB6) region boasts great potential, but a critical hurdle stands in the way: a skills gap between its young workforce and the demands of businesses of today. With its strategically placed investments, the Regional Challenge Fund is offering an opportunity for businesses to bridge this gap and unlock significant competitive advantages, much needed in the European setting.

Enhancing Business Competitiveness in the Western Balkans Since 2020

The Regional Challenge Fund operates with a mission to bridge the skills gap and propel businesses in the Western Balkans towards the European Union Single Market. By financing cooperation between vocational education and training (VET) providers and regional companies, the RCF enables graduates to gain industry-relevant skills. This focus on workforce development supports the sustainable competitiveness of businesses, ultimately preparing them to compete within the integrated market of the European Union and beyond.

The results of the first, second, and third open calls reflect the actual growth and employment trends in the region. RCF focuses its investments in the economic sectors that are demonstrating the most growth potential and the greatest need for a workforce.

Benefits for Business: Reduced Recruitment and Training Costs

RCF’s calls for applications are inviting VET providers to partner up with local and regional businesses and entrepreneurs to design cooperative training programmes that produce a job-ready workforce.

By co-developing training programmes with the VET providers, businesses gain access to a pool of graduates equipped with the specific skills they require. This translates to a significant reduction in time and resources spent on traditional recruitment and in-house training processes.

Trainees are placed in the partnering companies early on, learning in real working environments and using actual machinery and equipment. This shortens, if not eliminates, the adjustment period after hiring.

The Regional Challenge Fund (RCF) is a financing facility designed to increase youth employability and boost the competitiveness of enterprises in Western Balkan 6 by funding investments in selected cooperative training projects that are implemented through partnerships between vocational training institutes and the enterprises. The German Federal Ministry for Economic Cooperation and Development commissioned 64.43 million EUR for the RCF, and the Swiss Government, represented by the SDC Swiss Development Cooperation, co-financed an additional 9.7 million CHF. The funds were commissioned to the KfW Development Bank and executed by the Western Balkans 6 Chamber Investment Forum (WB6-CIF), a joint initiative of chambers of commerce from the region.
